Key Accountabilities
The Controller and Office Manager is a senior-level role responsible for the end-to-end accounting function, financial stewardship, Business administration, and HR management of Rocky View Water Co-op Ltd. The position ensures the effective planning, execution, and oversight of the organization’s accounting and financial operations and supports strategic decision-making in collaboration with the Board and Operations Manager.
This individual also provides leadership to the Office Administrator and oversees the overall administrative functions of the Co-op.

Job Description
Financial Management
- Maintain accurate and timely accounting records, including general ledger, payroll, journal entries, and reconciliations.
- Prepare monthly, quarterly, and annual financial statements and reports as required.
- Lead development of the annual budget and monitor ongoing financial performance.
- Analyze financial data to support pricing strategies, project planning, and Board decisions.
- Prepare for and coordinate the annual audit process.
- Manage cash flow and ensure expenditure remains within approved budgets.
- Provide financial reporting and recommendations to the Board and Operations Manager.
Business Services Oversight
- Provide leadership to the Office Administrator, ensuring efficient administrative operations.
- Ensure accuracy and compliance in member billing processes and records (oversight only).
- Maintain official records, such as the Share Register, and support governance compliance.
Human Resources Management
- Administer payroll and employee benefits.
- Maintain employee files, update job descriptions, and support organizational planning.
- Advise the Board on compensation strategies and HR policies.
- Foster a positive work culture based on collaboration, accountability, and mutual respect.
Governance & Board Support
- Serve as Assistant Treasurer to the Board of Directors, including assisting in the preparation of agendas, drafting meeting minutes, and maintaining official Board records.
- Support Annual General Meeting (AGM) planning and document preparation.
- Issue share certificates and maintain member equity tracking.
Other Duties
- Provide oversight for key processes such as meter change coordination and system updates (carried out by staff).
- Undertake additional responsibilities as assigned by the Operations Manager or Board of Directors.
Special Conditions of Employment
- Criminal Record Check Required – Due to the nature of the services provided by RVWC, employees will be required to provide a criminal record check prior to commencement of employment and every two (2) years thereafter
- Valid Driver’s license
- Clean Drivers Abstract – within 30 days of hire and annually thereafter
Qualifications
- Intermediate to advanced accounting experience.
- Accounting designation preferred.
- Strong background in financial reporting, budgeting, and audit preparation.
- Experience managing office or business operations, ideally in a municipal or utility setting.
- Proficiency with Microsoft Office and accounting software (Microsoft Dynamics 365 Business Central preferred).
- Excellent written and verbal communication skills.
- Experience supervising administrative staff or small teams.
- Knowledge of governance or co-op structure is an asset.

Job Type & Shift Details
- This is a full-time, salaried position based on 37.5 hours per week, Monday to Friday, 8:00 AM – 4:00 PM (with a 30-minute unpaid lunch break).
- This role is exempt from overtime pay and may require additional hours during peak periods, including occasional evenings and weekends, to meet business needs.
- Attendance at Board meetings (typically held in the evening) and other occasional events or responsibilities outside regular office hours is required.
- This is an on-site position at our Rocky View County office, with some flexibility to work remotely when operationally appropriate and approved.
